14 September 2016, New York – On Monday, 19 September the European Union will host a side event to present the European External Investment Plant in the margins of the UN Migration Summit: Investing in Partnership: an European External Investment Plan to achieve the Sustainable Development Goals and address root causes of migration.
Background
With the UN Summit on Refugees and Migrants, the international community is taking an important step towards an overall political framework to tackle migratory movements in all their different aspects – based on the principles of global solidarity and responsibility-sharing.
As one of the concerned regions, the European Union has developed an ambitious new external migration strategy grounded on the concept of partnership and cooperation and fully embedding migration in the EU’s foreign policy. This new strategy brings together EU institutions, EU Member States and partner countries, in a united effort to bring migration and displacement at the centre of our cooperation and manage jointly this global challenge. The EU is thus reinforcing its dialogue and cooperation with most concerned third countries, in the form of comprehensive new Partnership Frameworks.
As part of this approach the EU has developed a European External Investment Plan which will it to leverage – in an innovative way – major investments in partner countries via the private sector. It forms a bold and ambitious new pledge by the EU towards partner countries, and contributes to global responsibility in sharing and achieving the Sustainable Development Goals.
Whilst grants remain essential for the poorest and fragile countries in their efforts to fight poverty and achieve sustainable development, official development assistance should be used as leverage for other means of financing, gaining additional weight through investment, trade, domestic resource mobilisation and good governance.
